Some of these lists poll below it. Others are not in the polls at all, which is not the same thing: pollsters pick which lists to name, and a list they leave out has no number rather than a low one. Either way it can still clear the bar on election day, and lists have done exactly that in past cycles. The Hebrew letters are the ones each list asked for when it filed on 7 and 8 September, which is not the same as the ones it will get: the Central Elections Committee publishes the approved slips on 27 September. A dash means either that the list has not filed for letters, or that it asked for a combination another list asked for too and the committee has not yet ruled between them.
