Who they are
Khouriya is a lawyer from Shfaram who practises in Haifa. He was Hadash’s local secretary by 2015 and headed the Israel Bar’s Shfaram office until November 2023. Police arrested him that month over alleged incitement in Facebook posts and later released him. The Bar closed its ethics complaint in April 2024 for insufficient evidence; the criminal case’s final outcome is unverified.

Public accountability: In January 2014, called for Hadash’s local representatives to keep Shfaram residents informed about their political and municipal work and address residents’ concerns.
Civil liberties: In January 2016, criticised what he described as systematic and increasingly frequent arrests targeting Palestinian citizens of Israel.
