Barkai qualified as a lawyer and took a master's in public policy at the Hebrew University. He worked as a parliamentary adviser and was chief of staff to the minister for minority affairs, then co-ran the non-profit The Women's Courtyard. He directs the Shaharit Institute's 120 programme, which recruits and trains prospective Knesset members.
