Who they are
Rafowicz was born in France in 1962. He studied law at Paris II and political science and international relations at the Hebrew University. He joined the IDF in 1985 and served as Northern Command spokesman and head of international media. He later headed the Jewish Agency delegation in Paris and advised immigration minister Sofa Landver in 2017.

France: Called in 2020 for regular strategic talks, intelligence cooperation and joint planning between Israel and France.
Regional diplomacy: Proposed in 2020 that talks with France develop into consultations with Egypt, the UAE, Greece and Cyprus, with US support.
