Who they are
Keren Terner Eyal is a public administrator who was director-general of both the transport ministry and the finance ministry. She was born in 1979 and grew up on Moshav Hadar Am in the Hefer Valley. She took a first degree in economics and business administration and a master’s in business administration at the Hebrew University of Jerusalem, and served in the army’s Moran unit as an instructor and training officer, leaving as a lieutenant.
She joined the finance ministry’s budget division in 2004, where she coordinated the transport team and sat as a director of Israel Post and Israel Railways. She moved to the transport ministry in 2011 as deputy director-general for infrastructure and transport coordination, and rose to run the ministry, the first woman to hold the post, serving under Israel Katz and then Bezalel Smotrich. There she carried the fast railway between Jerusalem and Tel Aviv, which opened at the end of 2018, and implemented the ports reform that brought two new private international ports, at Haifa and Ashdod, into operation in 2021. She also moved practical driving tests to private operators.
Terner Eyal was then appointed director-general of the finance ministry and resigned after four months. She spent the next four years as a partner in the Vintage venture capital fund.
