Ayalon-Kovo was born in Ethiopia and came to Israel on foot through Sudan. She took a law degree and a master's in diplomacy and security, then joined the Foreign Trade Administration, where she headed Israel's economic mission in Beijing and represented Israel in trade negotiations.
