Zoldan worked as a lawyer and held the Anglo-Saxon estate agency franchise in Kiryat Gat. He entered the city council with Hitorerut in 2013 and took the education portfolio. He stood for Blue and White in the 2021 Knesset election.

Housing: In April 2025, opposed reserving the planned western Kiryat Gat neighbourhood exclusively for Haredi residents, arguing that it should serve the wider population.
Market infrastructure: In July 2022, proposed municipal funding for a roof over HaGefen Street market to protect traders and shoppers from the weather.
Culture: In December 2022, called for more cinemas, cultural events, entertainment and nightlife in Kiryat Gat.
