Islamist-conservative Arab party that broke the taboo on joining a Zionist-led coalition, trading ideology for budgets, planning rights and civil equality. In August 2026 it broke two more: it picked a slate by primary for the first time, without the Shura Council, and put a Jewish former deputy minister second on it.

How this list is picked. Ra'am elects the top of its list at a party conference, under rules that fix the shape rather than the names: places reserved for the Galilee, the Triangle and the Negev in an order that follows where the chairman comes from, and one place reserved for a woman. The party's institutions set the order below the elected places.
